I have seen a few of these and I believe these were an aftermarket solution that bolted onto the standard vintage 1960's Early 70's Black or White MerControl control boxes which add a trim & tilt switch to the handle that bolts right on

This is missing the metal ring that goes after the handle (the ring that is held in place by the cowling you might still have yours)
